Whoa! Mediocre is one thing. Uninspired still does the
job. It is the "or worse" that gets me. How people figure that a
Webpage or app should be like that is beyond me.

No, UX is fairly easy at a basic level.
I can deal with an uninspired Webpage or app.
Inspired UX is can be very hard indeed. I appreciate when I see it.
I do not complain much about uninspired, but I detest horrid.
