Probably because Foxpro doesn't run on the Android OS.

I thought Anroid OS is Unix-Like and is a flavor of Linux.

Not even close. Chrome OS is nothing like Linux.

Nearly every major OS is Unix-Like, but they are not UNIX, nor especially UNIX-compatible. OSX is UNIXy. Linux is similar to UNIX. Bill Gates once claimed "Windows NT will be the most popular version of UNIX ever." [1] I think he was wrong.
Android is essentially a Java runtime running on top of a Linux-like kernel, but it isn't UNIX and it doesn't have Linux- nor UNIX- support libraries.
Now, there IS a Linux terminal for Chrome OS, and it may be possible to get FoxPro/UNIX running on that.
Search for "FoxPro runtime for UNIX" to find the original SCO UNIX files, which will only run on SCO UNIX (not recommended).
Dennis Allen is THE authority on FP/UNIX/Linux and has a detailed page here: http://www.dennisallen.com/readfpu.htm
It's not clear to me that the Linux terminal you get on Chrome would let you mess with the kernel in the way he suggests.
You might be better off running FoxPro/DOS on DOSBox on Linux on ChromeOS. Though, come to think of it, you should be able to run DOSBox on Chrome directly.
So, what is it you are trying to do? Do you really need FP/UNIX or are you just trying to get something xBase on a Chromebook. Why?

It is - but FoxPro for DOS doesn’t run on Linux. FoxPro 2.6 would only run on DOS or Windows.

I thought the Mac and Unix versions were dropped when they went to 2.5 - but I only ever used it with DOS and then Windows so I wouldn't know. When did M$ take over?

I'm pretty sure I shipped a cross-platform, Mac & Windows, (yeah, Transporter!) FP 2.6 app, which was right around when MSFT took over (June 1994, iirc) and here's a screenshot showing 2.6 with the MS copyright notice: https://winworldpc.com/product/foxpro/26
VFP 3.0 was Windows and Mac and 5 was Windows-only.
I should have remembered! My initial employment by J P Morgan in 1998 was to convert a Foxpro for Mac app to Foxpro for Windows, unfortunately all we had were the spr files, etc. 😊

Here's a fun, related story.
In college I was in the sailing club, and they used a spreadsheet to keep track of membership. They only had Macs in the boathouse. I wrote a membership tracker in FPW 2.6 and then walked a floppy over to the boathouse and ran the app, unmodified, on their Mac that had FoxPro.
As I was about to graduate, I met with my advisor and it turned out I was One Credit short of my requirements. I just about panicked, but he asked me about any independent work I'd been doing for the University. I told him about my project for the sailing club, and he gave me a credit of independent study. Boom - FoxPro helped me get my degree in Computer Science.
A few years later I went into the boathouse. They'd already updated their membership tracking app to something else using FileMaker. I wonder if whoever did that got credit?

Damn Eric - that is a Helluva Great Story!!! I love it!
I worked a prior job where it was a consulting co. that created database system apps or updated/maintained existings types of apps(like SBT). It was mostly all russian programmers - and I was essentially a project manager - and the direct contact with many of the clients. Well, one client - with whom I actually DID do some of the FoxPro programming work myself - and they had Macs (it was a publisher for Wine Spectator & Cigar Afficianado mag's). And, they were also using FileMaker. I think I DID do some interfacing to that app - possibly to extract data - but, it was a long time ago - so don't remember much about that job.
However, on a related note to your college experience. I actually put a team of students together to do a special independent type project. I think it was maybe 6 or 8 of us. Generally in pairs - like 2 worked on creating the GUI, 2 of us doing the coding for the mathematical data manipulation (the whole app was a CG type app - allowing interesting experimentation with mathematical types of CG) - and 2 of them were doing documentation. It was all based upon an art type class I took at a previous college. And, the head of the comp. dept. liked my idea of making an app and running it as a kind of independent study course for a team of students. So - yup - we got credit for doing it. Sadlly - I hate to admit it - it didn't work out too well - and I don't think we ever properly finished a truly functional app...
