"Cascading Snippet"
In HTML, I want to insert a header into 100's of pages.
But I want to update it only once -- and all the pages will be updated. Something on the order of how I manage formating with default.css.

Depends on your platform for serving up HTML. If it was node.js I would use ejs.co with the include. I suspect though you are using static HTML in which case you might want to look at this https://msdn.microsoft.com/en-us/library/ms525940(v=vs.90).aspx
