Probably an update was in progress. Or you had your GMail set to send the message as plain text, in which case text decorations aren't available. (Plain text can be set in Settings, or for an individual message by clicking the vertical ellipse -- three dots -- at the bottom of the message.)

After closing Chrome, I lost the ability to make Lists and Indent.

Strange, but in the lower right-hand corner, there is a Plus to Compose

When Formatting worked, the Left Side Bar had the icon to compose

I don't want to go thru resetting Chrome and reinstalling the extensions
