Our agreement states that we can run 10-8-7 on a device, up to us. We pay nothing to upgrade because we are paying the auto upgrade rate to begin with. Same holds true for servers as well as server appliance software, AD SQL SharePoint etc. We have 600+ desktops and 200+ servers.

Right. You have an Enterprise-class Enterprise license. The article is talking about new dinky-sized Enterprise Licenses (minimum size: 1) made to turn Windows into a pay-as-you-go. As explained in the article, there's a limited ability to hold back updates from being installed with E3 and E5 deals. It might be the right fit for some small enterprises, though.
