It's from a page loaded in chrome. Friend of mine got that behavior. It's from one of those websites the user allowed notifications from.

Yep, welcome to Windows 10. I think MSoft got jealous of Google's corner on the ad market.
<Windows>+I (to open Windows Settings) In the "Find a Setting" box at the top, type "notifications" From the drop-down that appears, select "Notifications and Actions Settings" Turn off pretty much everything under "Notifications"
After a reboot, those popups should never (or extremely rarely) happen.
