I noticed my old 32x32 icon graphic looks grainy on a client's Win10 desktop. Did we ever get the ability to use a better quality icon file in Win10?

Already since 2004 (that is: since VFP9) you can use all possible resolutions in your desktop icon (i.e. the one you add to the VFP project properties).
Windows itself uses 256x256 pixel with AlphaChannel (RGB/A, 32Bit) fort he Highresolution icons. Thus your icon-file should at least contain the resolutions 32, 48, 64 and 256 to show the best possible image at different projections.
Personally I use Axialis IconWorkshop for generating those different resolutions into one iconfile.
