For some reason, the code I used prior to Win10 no longer works to put a shortcut in the Taskbar:

Those who use Win10 and Inno, what's the syntax you're using?

I'm not sure if this works on Windows 10, but you can try this instead:
Name: {commonappdata}\Microsoft\Internet Explorer\Quick Launch<your stuff>
