From Display Settings, go to Advanced display settings, then Display

Adaptor properties.

On that form, there's a List All Modes button. For my graphics card (Intel HD 530) I can choose 1024x768 and this gives me black vertical bars. The result might be a bit blurred because it's not native resolution.
