I am on WIN 10 64bit Pro Version 1803
The popup menu has two [Scan with Windows Defender]s
- One pops up a CMD window - One pops up the Defender GUI
I want only the GUI.

Do you mean right-clicking on any icon lying on the desktop, or by cligking anywhere else on the desktop ?
If it happens with both of it, i suspect an unwanted key to appear in the registry (or an unwanted subkey value).
Tell us what you see examining these registry keys/folders :
[HKEY_CLASSES_ROOT\DesktopBackground\Shell\Personalize]
and
[HKEY_CLASSES_ROOT\DesktopBackground\Shell\regedit\command]
