If memory serves, I used it to mock an SMTP server for testing. Works in Windows 7 and 8. I've not tested it in Windows 10.

It is possible. Of course, it depends on what it is you're trying to accomplish.
There are some tricks with using 32-bit OS components on a 64-bit version of Windows, though. Here's the trick to getting it to register:
