It's bad. You never know which DHCP server will respond.
Both will. The question is which will respond first. Apparently, one of OP's DHCP servers is faster than the other (at providing DHCP responses), and that is why all of the assigned host IP addresses are in its range.
(Presumably, once the enquiring host gets a response, it will configure according to that and ignore the other response.)
