Does anyone still have this old program that came with some version of Fox (pre-windows?).
If so, could someone please send it to me, or otherwise suggest a freebie alternative?

I think The Gimp and Paint.NET can handle them. There are probably loads of online ones now too.
MS Paint (at least through Win7) and IrfanView both work fine, too.

I have a couple of editors sitting on my USB drive from the portableapps.com archive: IcoFX (Freeware) http://icofx.ro/ and Greenfish Icon Editor Pro Portable (Open Source) http://greenfishsoftware.blogspot.hu/2012/07/greenfish-icon-editor-pro.htmlhttp://tinyurl.com/q27vmh9
They're also in Filehippo and Chocolaty archives.
I haven't done much serious work with either of these, but if you install from one of the above archives it's easy enough to test and keep or uninstall them as you see fit.

Not for ICO icons. MS Paint does not support multiple images in 1 ICO or the alpha channel.
Ken: IcoFX is nice. I use 1.6.4 which was the last free version.
