I'm running VFP 9.0 sp2. When I try to modify a project, unselected tabs for "All", "Data", "Documents", "Classes", "Code", and "Other" appear. When I click on one of the tabs the appropriate items display but I don't have the buttons on the right that let me manage the components and compile the code. I have exited and reopened VFP multiple times with no change. How do I get my buttons back?

First thing I would try is set resource off. You can setup an FPW config file that gives you a minimal environment.

First off - I think you must be on the right track as I have discovered that even with a complete machine reboot, when VFP comes up, it already has the tabs at the top of the screen and when I click on the All tab, I can see that the project I am trying to work on is already selected.
I tried "set resource off" in the command window but could not tell a difference. I thought the system creates a resource file in the folder where it is executing but don't see one. I need to leave the office for a while. When I get back I'll try to find the resource and config files. - Joe

Do you happen to have the PM docked? If so, undock it and check the width of the form as Tracy suggested.
?(_resource) will tell you the location of your foxuser table.
Create a clean.fpw file and put RESOURCE=OFF in it. Create a shortcut to your VFP executable and use the -c parameter to specify your clean.fpw. On my system the command looks like this:
C:\vfp9\vfp9 -cclean.fpw
As usual the Fox uses relative pathing so if your FPW is in a different location from the executable, specify the fully qualified path.
If your issue goes away with resource off then you know the problem is bad data in your resource table. You can manually delete the problematic rows in your standard resource table or if you don't care about what's there, just rename or delete the foxuser files and VFP will create a new one for you.

Oh! Now I see, the Project Manager is reduced to a Toolbar. You can drag it off if you are used to it being in a window.

I usually blame it on a random mouse click. A user grabs the mouse, pressing the button, and moving the mouse around to find the pointer, all while moving something to a place it wasn't meant to be. Many times when helping customers that have lost a file or folder, I have found the missing item in a folder under where it should have been. I explain the random mouse click and hear an "oh?".

I have used Agent Ransack to find those files that are miss dropped, even on my machine. :)
