The latest version of the Westwind Web Connection framework (7.10) has the option to run from a self-contained .Net Core based web server. It's flagged as a preview at the moment but knowing Rick I would expect it to pretty stable.

Sitting here with a beer I suddenly remembered a web server implemented in FoxPro, and to my surprise 30 secs on Google threw up the link: http://www.eetasoft.ee/ewebserv.htm%C2%A0 - If you search Ed's Archives you will find it discussed - many many years ago. From memory it just worked - it wasn't very scaleable but it 'did what it said on the tin'. I'll give it a run tomorrow.
