my $0.02 (can't test this in specific case, but do show IE in W10 to my clients):
IE 11 exists in W10, accessible in 2 ways: 1) from Edge, when a page doesn't work correctly, near upper right corner the is a 3 dot drop-down menu where one of the options is "open in Internet Explorer"
or 2) add Internet Explorer shortcut on desktop, taskbar, and/or start menu : with windows explorer go to "c:\program files\Internet explorer" and therein right click on iexplore.exe and pick whichever shortcut you want

but what does a Foxpro "non-MS application" look like?
IOS? Android? Linux? Unix? CP/M? OS/2?
CP/M? How old are you? Woah! I haven't pip'ed in 30 years!
Not AmigaDOS nor C=64 GEOs, either, my favorites.
I'm sorry I muddled the issues with double-negatives. It's a LAMP app, not that it matters, but clients are running Windows and their browsers behave poorly, especially if made by MS.
