I apologize if this is too 'over the top' for a quick mock up, but it could end up being quite extensible if a 'production' need ever arose.
What I would do is create a quick 'container' class, putting an image object and textbox (or label) together. I think you can still easily set properties (like caption) once you drag it on a form, etc. It would be easy to switch 'bullets' for any caption, you could do some auto-sizing code, etc. But therein lies the danger of 'too many fun tweaks getting in the way of getting things done....' :)
