I feel your pain. My laptop is 13" with a 4k screen and I have yet to find a combination of settings that displays my Visual Foxpro dev environment in a way that is overall pleasing to me. In hindsight, I wish I would have just gotten the HD screen. It's not only Foxpro that I have display issues with but it is a big part of my overall dissatisfaction with my new nearly $2k laptop...

customers use for custom reports. A customer reported that they have a 13" 4K laptop that custom reports is unusable. So my task is working with this. I'm looking at integrating the vfp_dpi_aware class I have shared in to it currently. Though it will take some time for me to do a pull request.

When the application is configured to be DPI Aware, these will not bitmap scale and become fuzzy. They remain small and unreadable.
There are other issues with the report writer as well that may need to addressed in VFP A.
