Yes, that's the correct answer. It's as many you can create without going over 2.0 gb
Tag names occupy space in the name table which is limited to 65,000 entries. Which is still a hypothetical limit as updating that many indexes slows down file operations quite a bit. With these day's Windows Servers you are also almost guaranteed index corruption. ;)
