No idea what a Wyse terminal is but FTP seems an odd protocol to load config. If so it's probably time to break out WireShark and see if you can sniff what's going on.

Are you sure it's not TFTP? This is quite different from FTP: https://en.wikipedia.org/wiki/Trivial_File_Transfer_Protocol
