I don't think you'd mentioned the blank-until-you-scroll-over-choices behavior before. I was betting on a missing font, or a corrupted font cache, but if it appears after scrolling, that's less likely.
Open a cmd window as admin (don't know how others do this, but I usually use the search for programs option, type in 'cmd' and then right-mouse-click and "Run As Administrator") and type:
sfc /scannow
This checks system files for corruption, and may give you a clue.

Microsoft Windows Update has been bugging me forever about upgrading to Win10. Maybe this is another DR-DOS kind of tinkering by M$ to get me to upgrade. lol (no, I wasn't serious about that)
