Very strange for me. I have a small home network - laptop and PCs with WinXP, Win7ultimate, Win10home, Win10enterprise and Linux/Xubuntu and everything marked as "public" is visible and usable without any additional configuration.

Don't enable SMB1 support. You might as well leave your front door open when you leave the house.
