First off - I think you must be on the right track as I have discovered that even with a complete machine reboot, when VFP comes up, it already has the tabs at the top of the screen and when I click on the All tab, I can see that the project I am trying to work on is already selected.
I tried "set resource off" in the command window but could not tell a difference. I thought the system creates a resource file in the folder where it is executing but don't see one. I need to leave the office for a while. When I get back I'll try to find the resource and config files. - Joe

I'm running VFP 9.0 sp2. When I try to modify a project, unselected tabs for "All", "Data", "Documents", "Classes", "Code", and "Other" appear. When I click on one of the tabs the appropriate items display but I don't have the buttons on the right that let me manage the components and compile the code. I have exited and reopened VFP multiple times with no change. How do I get my buttons back?
