You mess with the Windows Display properties until you get what you want.
There are a lot of options, especially in the Assistive panels for the
visually impaired.
If you have special software from your video card vendor, that may may give
you more flexibility to set up things the way you want. Without telling us
any specifics, you are only going to get generalized answers.
